What does Semi mean on an item?

Semi usually describes an Excellent item with several good options but not fully optimised.

In the community, Semi usually means an Excellent item with a good but not perfect combination of options.

An item with several useful Excellent options can be called semi even if it does not have every ideal option for a build.
